DHCD Seeks Offers to Transform Vacant Ward 8 Site into Affordable Housing [PR]

Site Provides Opportunities for Affordable Homeownership, Rental Projects
(Washington, DC) –The DC Department of Housing and Community Development (DHCD) has released a Solicitation for Offers (SFO) to transform two parcels in the Ward 8 neighborhood of Bellevue into affordable housing for District residents.
Through the SFO, DHCD is seeking proposals to build affordable housing designated toward households making no more than $93,760 (80 percent of the 2018 Median Family Income [MFI] for a family of four), at 199 Chesapeake Street SW. The SFO notes that successful proposals are those that:
offer a mixed-income, residential project for households making no more 80 percent MFI; but with 75 percent of units affordable to households at 0-50 percent MFI and 25 percent to households at 51 percent - 80 percent MFI.
maximize affordability beyond the District’s Inclusionary Zoning requirements, provide a mixture of unit types and sizes across multiple MFI levels, and shall be comparable to market rate units.
commit to long-term or permanent affordability—to include at least 15 years of affordability for homeownership and 40 years for rental units;
include two and three bedroom units that allow families to grow in place;
provide job creation for District residents, and opportunities for Small Business Enterprises (SBEs) and Certified Business Enterprises (CBEs); and
have quality design that complements the neighborhood’s architecture.
The deadline for submitting proposals is August 6, 2019. A Pre-Bid meeting will be held June 4 at DHCD’s Housing Resource Center, 1800 Martin Luther King Jr. Ave. SE.
