ABCA and MPD Shut Down Three Illegal Cannabis Operations Across the District

Between March 25 and March 31, 2026, the Alcoholic Beverage and Cannabis Administration (ABCA) and the Metropolitan Police Department (MPD) shut down three businesses for illegal cannabis sales.

The Closure Orders were executed on Wednesday, March 25, at Treehouse DC, on Thursday, March 26, at Pressure Deliveries, and Tuesday, March 31, at Level Up Smoke & Tobacco Shop, all unlicensed retailers, due to activities that posed an imminent danger to public health and safety.

The operation was part of the city's ongoing enforcement efforts following the enactment of the Medical Cannabis Conditional License and Unlicensed Establishment Closure Clarification Emergency Amendment Act of 2024, which granted ABCA new civil enforcement powers. Since the bill took effect on July 15, 2024, joint agency efforts have resulted in the padlocking of 107 illegal cannabis businesses.

  • THC Edibles: 75.8 Grams

  • THC Resin: 590 Grams

  • THC Vape Cartridges: 816 Grams

  • THC Wax: 2,408 Grams

  • Arrest: Thirty-three-year-old Rashad Davis, of Waldorf, MD

Level Up Smoke & Tobacco Shop (1938 9th Street, NW)

  • Marijuana: 3.2 Pounds

  • Oxycodone: One pill

  • THC Wax: 56.7 Grams

  • Two semi-automatic weapons and several rounds of ammunition

  • Arrest: Forty-two-year-old Estepahnous Futsum, of Northwest Washington
