Here we are at the end of August, and the pavilion, D.C.'s first attempt at snagging U.S. Coast Guard employees' disposable income, is definitely not open.
"It is substantially complete," said Chanda Washington, spokeswoman for the deputy mayor for planning and economic development. "There's a few punch items left to go. We're not way off base here."
Washington said she doesn't have a scheduled opening date. The end of August, she said, represented "an aggressive timeline."
